HISTORY

The “Scientific-Research Institute of Transport and Communications” LLP (NII TK) is the largest scientific-research and design center in Central Asia, which dealing with integrated transport issues.

 

History

         

The Scientific-Research Institute of Transport and Communications (NII TK) is the first institution in Kazakhstan dealing with transport issues.

The history of the institute begins in 1956, when it was founded by the decision of the government of the Kazakh SSR on the basis of the Alma-Ata branch of the All- Union Scientific Research Institute of Automobile Transport (VNIIAT). Later, by Resolution of the Council of Ministers of the Kazakh SSR of 03.09.1956 No.548 “On the reorganization of the Ministry of Automobile Transport and Highways to the Ministry of Automobile Transport of the Kazakh SSR and on the organization of the Main Directorate of Highways under the Council of Ministers of the Kazakh SSR”, the Institute was reorganized into the Republican Scientific-Research Institute of Automobile transport "KazNIIAT" and in 1960, due to the increased volume of design and exploration work, was reorganized into a scientific-research and design institute, after that, for more than two decades bore a name known to all motorists not only in Kazakhstan but also in Central Asia – KazNIPIAT.

Over its more than half a century history, the institute has undergone a number of organizational changes. This happened in response to the emergence of new tasks and priorities in the development of the transport and communication complex of Kazakhstan.

In the historical period, which called “Perestroika”, in the former USSR, attempts were made to revitalize scientific and technological progress by combining the successive stages of product development (research, design, experimental batch, production) within the same organizational structure. Having proved its viability and the corresponding need for the economy of Kazakhstan, the Institute’s leadership, with the support of the Ministry of Automobile Transport of the Kazakh SSR, obtained the decision of the USSR Council of Ministers to transform the Institute into the scientific and production association “Kazavtotranstekhnika”. The structure of the new organization includes scientific and design units of KazNIPIAT and the Central Design and Technological Bureau (TsKTB) with experienced mechanical workshops and the Issyk Experimental Mechanical Plant.

With the collapse of the administrative-command economic management system and the collapse of the USSR, the Institute went through all the stages of denationalization and privatization. In 1992, among the first NPOs, “Kazavtotranstekhnika” began to privatize its divisions and move to a market relationship with its partners and customers.

In accordance with the changing legislation of the Republic of Kazakhstan and the diversification of its activities, the scientific division NPO “Kazavtotranstekhnika” has consistently transformed from Joint Stock Company “Scientific - Research Institute of Automobile Transport”, first into open and then closed joint stock company “Scientific-Research Institute of Transport”. Later, the company has re- registration into “Scientific-Research Institute of Transport and Communications” JSC and further, in “Scientific-Research Institute of Transport and Communications” LLP. The Institute is still working nowadays in this status.
